The manuscript will not be under oath. Bolton, himself, would be.
Buts it telling that Bolton has already volunteered himself to testifying under oath should the Senate call on him. Trump on the other hand refuses to testify and defend himself; he had also pressured staffers and others in his admin to stonewall the investigation at all costs. Republican voters are in that “this is fine” house burning meme at this point if they don’t see the obvious cover up taking place.

@Nam Pham I agree. Bolton said he would, but he needs them to subpoena him, first. I suppose that affords him some legal cover that he can say he had no choice, but to testify. I wonder if it has to do with his publishing contract, which is probably for millions, that he can’t reveal what’s in the book until it’s released. That’s the only reason I can think of, that he wouldn’t just testify, if he’s willing to testify. A subpoena might legally release him.
Don’t count on Susan Collins to do the Right thing….keep it moving.
