There does not have to be live explosives or even contain explosives, just the potential threat is enough to cause panic, especially in a very busy area.
One thing to keep in mind is the potential of more false threats, used to gauge response times and public reactions to other ‘devices’ that could hide a potential real threat.

For those of you who are belittling the fact that they are playing it safe and making sure people are safe, I was at the Boston Marathon during the bombing where pressure cookers were used. I would much rather have the police and bomb squad play it safe and people report things like this then turn a blind eye and have something happen to innocent people who were just going about their normal lives.
