My best friend lived next to the apartment where the blaze happened. They lost everything they owned.
Tenant insurance. Required as a renter.

The redundancy in law to ensure a charge by either doubling up on the same thing or renaming the same charge as something different is in place to ensure a conviction. But will either of them yield results. Probably not.
