It was laying under the ground of an allotment, and was uncovered when developers were clearing the land.

Explosives don’t really degrade in power, at least not in 75 years.
WWI artillery shells of every size and bombs are collected every year by the tons in both Belgium and France, its called the Iron Harvest.

I am sure they had the right experts on this but I would have thought that they could control the debris field a lot better, like in those controlled building collapses. Bet there are a lot of broken windows from the shock wave alone.
