Thats a nice theory. Unfortunately the Constitution never defines exactly WHO the people are. In reality we have an advocate form of representational government. That means that whoever can advocate for their own self-interest and win, gets what they want from government. Advocacy is something not everyone can do. Do you have $millions to advertise and lobby Congress? Heck, they wouldnt even let you in the door.

Absolutely. The first businesses to get money should be the mom & pop’s…those folks trying to grow a restaurant and a get good life for their families. Many of them are a month’s worth of income from failing. Corporations are largely owned by people who could lose every share of stock they own and still have enough money to keep afloat for a year or often a lifetime.
