Those cops used patience and exhausted all their non lethal tools before having to do what they had to do. They were justified for sure in this particular case… However I would suggest cops also carry commercial grade fishing cast nets in their cars as well so they can catch and subdue a slow wobbly waddling moving whale like this perpetrator.
