Here’s an idea. Criminalize being homeless.
Round up the criminals, homeless and non productives. Create a job labour pool, everyone moves outside of the city to a work camp with accommodations. Municipalities can use this labour pool to fix roads, clean streets. Essentially become a tool the unions can use and abuse for cheap manual labour.
As these individuals progress and can be competent in living like human beings, offer housing and potential jobs to reintegrate back into society. The ones who don’t want to participate leave in prison.
