They increase the tensions by carrying out nuclear and ballistic missile tests it brings their surrounding neighbours to the table. As part of the negotiations they demand aid that will keep their ramshackle regime going.
Normally, when aid is provided there are organisations that will have oversight of how the aid gets distributed. Charities and the UN will either monitor or run the aid projects. By ratcheting up the tensions, they get to grant conditions on the providers of aid. The aid goes directly to the North Korean government who then use it to keep their regime in power.
The NK regime decides where the aid goes. When North Korea lost an estimated 500,000 to 3 1/2 million to famine, when aid started to come into the country after they sabre rattled and carried out nuclear tests, the regime controlled who the aid went to. Regime loyalists and the core army were first in line.
Don’t forget that they have to play to their domestic audience too. The meetings with Trump was an enormous gift to the North Koreans because it would show the “cowardly” Americans and the stooges in Japan and South Korea are scared and terrified of how strong and mighty North Korea is.
@jenny The problem is that when North Korea is creating tensions by being aggressive to South Korea, carrying out nuclear and ballistic missile tests and threatening the world with nuclear war they are doing it was a way of blackmailing and getting concessions from everyone. Like a thug who will break your nose and burn your house down if you do not give him money.
With the street thug, you go to the police. With North Korea you can’t. If someone is continually threatening you, eventually at some point the situation is going to be so toxic that you are forced into acting to neutralise the threat.
Saddam Hussein could easily have provided documentation and evidence to show he had destroyed his WMD capabilities. He didn’t because he wanted scare Iran into not attacking or at least to stop Iran from supplying the anti Saddam opposition. By the time he realised the US were going to attack him on the pretext of the WMD threat it was too late.
@jenny Do not think that North Korea is irrational. They might appear bonkers, but they are walking a very tight line to stay alive and in power. They are never going to give up threatening the world around them, their offensive military capabilities or their WMD capabilities. To do so will mean they lose leverage and the means of preventing the destruction for the regime.
That is what Trump so dangerously misunderstood. He thought that he could charm Kim Jong Un and that Kim would respond to enducements. Remember that idiotic promotional video that Trump played for the North Koreans. Trump and his circle thought that Kim could be bought by showing how the money could role into North Korea if they liberalised the economy and started building luxury hotels in North Korea.
The refusal to “liberalise and reform” the economy, even along Chinese lines, is based on the fear and knowledge that is could tear the family regime apart.

Mostly, if they can afford them. The reason why people feel threatened over North Korea’s tests is because they are primarily testing how far a missile or bomb can hit, and how much damage it can do, and with the repeated threats and overall aggression it’s definitely possible they might use them. While they’re not a very large threat to America specifically, they’re way too confident, especially with kidnappings and executions, along with the disturbing camps they put people in, and they may decide one day under tension to launch an attack against another country if they believe they’re strong enough.
