You’re mistaking threat for hostility. Elizondo has explained this multiple times in interviews. Something doesn’t have to be hostile to be a threat. They are a threat just by flying around in the atmosphere, a hazard for pilots. Just like a working jet engine is not hostile but it is a threat if you come close to it.
