It was looked into, there is a defined inter-agency process to review things like “would this money be used for or by corrupt people?” Every agency signed off on Ukraine being cool except Mulvaney, head of Office of Management and Budget and also Trump’s Chief of Staff (Acting, at his insistence). Mulvaney is the guy who pulled the trigger on placing the hold at the express direction of Trump.
