I helped plan an event in winter once. The area where people waited in line had heaters (they looked like metal mushrooms) every few feet so that people wouldn’t be miserable.
We knew the line was going to move fairly slow because we had to make sure people weren’t bringing in prohibited items, so we wanted them to at least be comfortable.
