The outgoing Obama crew (including Barack, himself) briefed Trump on pandemics and left him a staffed council on it. That was during the transition. Trump blew it of and ditched the council in 2018.
Denial of shortages is not remedial action, but denying knowledge of shortages IN APRIL AND NOW, MAY, defies belief. He’s making excuses; incredible, fantastic, tremendous ones. You, me, BRIAN RUSSELL – we all heard of PPE shortages. Trump spoke of them, many times, but when faced with a front-line nurse who tells him she wore an N95 mask for 2 weeks, Donald develops amnesia.

His answer is about his confidence, so if the death rates mushroom, it’s the governors’ fault for making him so confident in them. SOS as his earlier “we believe that the governors understand that there are adequate supplies for all the states that meet the task forces recommendations …”.
