The Federal Govt did indeed seize scarce, high demand medical supplies until they could find the bottlenecks in order to keep anyone from hoarding while assessment of actual need could be shown. No one ran out of supplies and once the supply chain was secured for each item the policy of creating a quick turn around Govt stockpile was no longer needed.

Of course, you have to pay for manufacturing or the company will not manufacture anything if you are not going to buy it. And you have to pay for transport, as you do with any other product.
