Okay so, was he collecting pension income or receiving royalty payments? There has to be a reason that isn’t being disclosed here and if he was, he should pay it back. Royalty payments that were 1/4 of my income prevented me from applying, I read the rules and didn’t qualify because of that, even though I didn’t have enough to pay my bills for many months.
