85% is too high. They need to make the test harder.
Our problem is that some our drivers are purchasing the DL, without PASSING the written or driving test. Persons are able to BUY pass the both test at the depot., however adding driving skills to school, is excellent and have been used for years. Good move on that.
How about if someone speeds you take away licence. That would put a big dent in crashes.
