To anybody else, the standard for mishandling of Classified Materials is Gross Negligence. Also, it does not matter whether the intent was to mishandle, it’s that it was mishandled.
Negligent would be the best outcome as far as “intent” goes. Could also be purposely, knowingly, or recklessly.
