Criminals have better firepower that both jcf and jdf through illegal smuggling plus many police and soldiers work for criminals as hitmen or informants so no your idea will not work
Yes, I think the security minister should put all the soldiers in the police force, Jamaica is not at war except for with itself. They should all have the same powers to arrest. Those with specialist training should be part of or head some kind of special ops teams etc in each parish when required to do so. More feet are needed on the street.
