kudos to the officer b/ c that’s tough, do you neutralize the target shooting at you, or not return fire for fear of hitting others and you possibly get shot and die and the thief escape? that’s hard. Warning shots to scare the thief away seem to have been the best split decision in the moment but bwoy tough one.
