How exactly will punishment for war crimes be handed out? How will they be administered out to those responsible? Will it only be by more harsher sanctions which clearly do not work or will those responsible actually be rounded up and brought before the administration which hands out the punishment?

Certainly there will be detentions, likely suspensions, of course after-school priviledges suspended (indefinately). Hope this helps. (See if you can find the world spelled incorrectly.)
