The Senate is the over-powered branch. The House is the representation of the people (despite some gerrymandering in some states). The White House is weak to abuse by the president. So, which is the worst? The Senate. It’s built-in to not represent people, but states that may have more prairie dogs, than people.
We are a flawed democracy because of 1) The electoral college, 2) first past the post voting, 3) our over-powered Senate.

I helped guard the East-West German border back in the 1980s… I remember a very clear and distinct delineation between us being the good guys and the Russians being the bad guys.
