Tariffs are taxes on goods being imported from (in this case) China. USA imports these goods and pay the tariffs/taxes which makes the goods they buy more expensive. This increase in expenses will be balanced out by the importer by increasing the prices on the goods they sell.
USA is the importer.
The importer increases prices to cover their expenses.
The consumer ( the Americans) pay this extra cost.

Tariffs don’t produce income. They are taxes but not collected by the government. Products from China will be more expensive, an expense born by the consumer.
