In BC many years ago there were discussions about installing Hydro power lines underground just for what is and has been happening. A rethink is in order I believe.
All power and utility lines should be buried, but the hydro and telephone unions are very powerful, and if everything is buried, you would need only a small fraction of the workers that are currently employed.
