No vote was held for the Special Counsel to investigate Clinton and no vote was required for the grand jury investigation into Nixon. Impeachment inquiry votes only came to the table ‘after’ the investigations were completed – same will happen here.
Like it or not, Congress is doing the investigation this time around. Which is their Constitutional prerogative to do so.
