Its part of the constitution, so its not possible for a single politician to put an end to it.
The Canada Act 1982, which amended the constitution, included the rights of the poorer provinces to equalization payments by including the following provision:
Parliament and the government of Canada are committed to the principle of making equalization payments to ensure that provincial governments have sufficient revenues to provide reasonably comparable levels of public services at reasonably comparable levels of taxation.
— Constitution Act, 1982, s. 36(2)[1
like Mr Havarti pointed out, transfer payments are built into the Constitution. The constitution can, however, be amended.
“Section 38 of the Act provides that the Constitution of Canada may be amended, if there is no specific provision to the contrary, by resolutions of the Senate and House of Commons and two-thirds of the provinces (seven) having at least 50% of the population of all the provinces combined.”
So all you need, is control of the House of Commons and Senate, and any seven provinces who have a combined total of 50% of the country’s population willing to sign off on the changes. Sounds simple. But there are a number of provinces that will say a resounding “no” to ending them, including Quebec, Manitoba, New Brunswick, Nova Scotia and PEI. Ontario would probably also nix the idea.

the only way getting rid of the peel regional government would increase efficiency would have been if you merged all the cities in the region. splitting up just cause every single service to be duplicated
you dont want efficency in government (which canadians don’t have anyways) you want representation. the more local the government the better.

The more devolved something is into smaller factions, the more propensity for conflict of various kinds. Easier to argue for devolution than to constructively fix issues.
