make a independant department for such cases, or to truly uncover whats going on, take propper actions against those being accused we need transparency and to overturn such a thing when the canadian forces structure stood for principles of honour respect and dignity.
There needs to be a truly independent party that investigates misconduct, for the military, RCMP and independent police forces. Nothing else will bring true transparency and an honest conclusion.

That is exactly why it was designed that way. A minister will never look into anything they don’t have to, and if they must do something they can always write a cryptic letter that is bound to be misinterpreted by the receiving party so again nothing was done but they can claim they did.
