The vice president is also the head of the house of representatives, they would be the deciding vote if the vote was split 50/50.
Just because something has never happened before doesn’t necessarily make it “extraordinary”. What is extraordinary is having someone so manifestly unqualified to hold the Presidential office be able to illegally manipulate the political and legal functions of the US Government to such an appalling extent. The Constitution allows for resolution to such behavior; some people have just been too timid or too corrupted to take it on.

We all know that Pence KNEW in advance of what the plan was. Although he did the right thing, he should have to explain why he could not talk to the DOJ at the time because it would get back to trump and he would have more problems than to just DO THE RIGHT THING AND THEN SUFFER any consequences later.
