For starters, the foreign corrupt practices act, which states that no American may offer bribes, extortion or other to foreign governments.
Further, the main part of the constitution itself (emoluments clause) also forbids self dealing.
And last but not least, it violates his oath of office, which is a binding legal contract just like an oath in a courtroom.
