Well, _kinda._ Businesses and and workers are not usually _ordered_ to shut down _under penalty of law_ during extreme and dangerous weather. But for the most part, people merely being physically close to eachother, is not commonly _the_ direct vessel of lethal threat in such situations, especially not without requiring some kind of active and concious decision amd action(s) to realize that threat. Nor is the threat in such situations highly contagious. Nor domthey last for weeks, months, potentially years at varying intensities.
So I recognize and get your point. But I’m not sure this analogy is appropriate.
While mandates, intrusions into and even temporary limitations of civil liberties are always hazardous, and should never even be _considered_ lightly – I do think there are legitimate scenarios where such things may be reasonable and warranted. An epidemic where people are unknowingly spreading highly contagious death and very severe illness just by being near eachother, and we have no effective treatment, might be one of them. Especially in periodes where the spread and resuoting illness reaches levels beyond what our medical infrastructure can cope with.
We wouldn’t really need the lockdowns, shutting of businesses, shutting of entertainment, culture, treatment, recreational gatherings, facilities and activities – if everyone could just get on board with wearing masks (and maintaining strict contact hygiene). If everyone did that today, contagion levels would plummit, and we could start going back to _some_ very substantial resemblance of normalcy within a month.
