Ask yourself are they doing anything to help contact tracing such as an app, distributing journals for people to record their locations, or requiring visitor books at all businesses? Ask yourself are they doing randomized testing or are the testing still targeted to those most likely to be infected such as the symptomatic with exposure to known cases, travel or high risk employment. Once the lockdown has been released, ring perimeter containment becomes important and that means contact tracing and without randomized testing, the stats are meaningless, you’re flying blind, granted when testing is limited, it’s best to focus them where they will be of most benefit but without randomized testing, you’re blind.
If you have the contact tracing and the testing and have a stable baseline to work from then a gradual reopening makes sense but do you have the contact tracing and testing?
