@David Murphy they where impeached with 2/3 in the HOUSE the Senate has ZERO to do with impeachment the Trial is in the Senate and since the Constitution calls the Senate part the Trial the HOUSE impeachment has always been treated as an investigation to determine if the President should be tried. And until the HOUSE takes the final 2/3 majority required vote to move to the Senate for trial (the impeachment) how the House does the process is up to the house rule and the speaker of the house and tha is exactly what the house to doing it.
