The states had held elections, and had certified their electoral college votes. Neither the Vice President nor Congress have the authority to annul or reverse those votes, simply because one of the candidates is a sore loser.
Trump incited the assault, and Trump sought to profit from it by making a rescue attempt contingent on getting his own way. It is called “quid pro quo”, you may be famiar with the expression by now.
