If it didn’t, nobody in the Democartic party would have wasted their time. The mistake was made when the whistle blower (a CIA person) gave the Ukraine call transcript to both the justice department (who quashed it) and notified congress as required by law. Barr didn’t know that Congress had it and was caught off guard that Schiff called for a hearing after reading it.
