We got to stop building infrastructure in ancient flood plain areas then acting as victims when they get flooded… same thing for ancient wildfire zones…
If rebuilding houses in same spots then raise them up above anticipated flood levels… Should have massive cisterns to collect as much of the flood water as possible & use on crops..
