Richard Ralph Roehl : That is incorrect. There is nothing in the House Rules that directs that a vote has to happen to begin an inquiry. Only that a vote is taken on the Impeachment Resolution. Yes, a vote for a formal inquiry was held in the last two presidential impeachments, but that is far from the only precedent.
@Nancy Whitty Nixon retired and was never impeached and there was never an impeachment vote because he retired first. But there would have been a vote had he not retired.
