You’re going to have a hard time doing that. South Korea had some cases that turned out to be bad testing. The United States which has the highest numbers of dead and confirmed cases has not had a single confirmed case of reinfection. They had some sailors testing negative and then positive again, the consensus being that happened due to poor testing. So which governments, my brown friend, are you talking about?
Brazil is gonna kill us all. We found the Global Epicentre for the Covid 19 Pandemic. It is Brazil. 735,000 tests, 311,000 cases with 20,000 dead and 1,000 a day now and 20,000 new cases a day. 212,000,000 people and 3,500 tests done per million while USA has 41,000 at 13,400,000 tests. If they whoulda done as many tests as USA they whoulda had 5,700,000 cases by now. Only 95 dead per million so far while USA is at 291. Spain has 65,000 tests per million, 19 times per capita higher testing than Brazil.
Very Sad!!! When money is worth nothing, what will become of your economy, was it all worth it. What does it profit a man to gain the whole world and lose his soul.

USA: 28 k new cases yesterday; brazil: 17 k. They say brazil has more new cases at 0:05 but last I checked 28 > 17.

Brazil has a smaller population. 17k is a bigger hit to them than the 28k in the US. Either way, still too many people are dying because leaders are not taking this seriously enough. More worried about politics and saving their own asses.
