Prime Minister Boris Johnson and his finance minister Rishi Sunak were fined by police over lockdown-breaking parties held on UK government premises, a Downing Street spokesperson told CNN.
London's Metropolitan Police said they had issued more than 50 fines as part of their "Operation Hillman" investigation into gatherings held on government premises in Downing Street and Whitehall while the rest of the country was living under strict pandemic restrictions. Revelations of the parties sparked national outrage.

Mandate are quickly implemented to face a specific situation, limited in time. A law is a long-term rule, voted by the elected representatives, and that often take more time to be created. Both are enforceable by the police, but they respond to different situations.
I wonder if he just used someone else’s fine money to pay his own fines? I’m sure the reason they didn’t disclose them is because they were identical figures, or less.

Well sure, but the true cost is to their public reputations. No one thought that a fine on its own would have any personal financial impact. The punitive damage may come from the ballot box, not their personal finances.
