They are supposed to self -isolate for 14 days when they come to Canada. If you see American plates on site-seeing cars , report them immediately. If they are illegit, they will be arrested and fine a minimum of $1000.
Levy HUGE fines. That will dissuade many illegal tourists. For those it doesn’t, the money can be put toward the HUGE deficit. Win/win!

The worst part too is that international students from American will come into Canada and accelerate the spreading because of their blatant disregard for safety procedures and that of the lives of Canadians.
