PS- I’m not sure why you’re bringing up rates (which had to do with the Labor Force and Home Ownership) and applied it to increase of the percent of children on food stamps.

Welfare Reform doesn’t disincentivise people to work, it’s gives them the minimum amount of money to live and eat but not live lavishly, until they find work. If schemes disincentivise people to work, why do they have them in more wealthy and advanced countries?

Also, I never stated that Welfare Reform discincentivizes work, I actually stated the contrary. What I wrote was that the increase of kids on Food Stamps was NOT because 7 additional percentage points of children “weren’t getting fed before” since the requirements had changed. What happened is that Obama placed a directive that removed the work requirement from the Welfare Reform Law (that Clinton signed in 1996.) By doing that, Obama disincentivized people from working since they didn’t need to- in order to keep their benefits, as is required by the law. I know a lot of Welfare policies are messed up but if people can work, they should.

So the percentage of children is of a total and cannot be a rate, the rate would be how long it took to move by 7%. Look at the statistics of the changes he made to keep Americas economy competitive, it’s all free information.
