Though the Patriot Act applies to all US inhabitants, its execution is selective to the degree of single individuals and it requires authorization for execution. Lockdown has been a broad brush and has been over applied due its intended nature of “better safe than sorry.” Not saying that it was not necessary or well executed for an unprecedented event.
