There has been a  great debate over the military action in Libya by several 
Western  governments, supported by some Arab governments. The central 
question has  been: by what right are these governments intervening in the 
internal  affairs of a state? 
Some context is necessary for the intervention  that has been authorised by

Tony Astaphan and Charles Savarin have made a number of  disparaging 
comments on Kairi FM about my prior contract  through the Environmental 
Coordinating Unit (ECU) on the United Nations  Development(UNDP) funded Project.  
I would be happy to receive their invitation to join  them by phone on

I have been absent and I am only now catching up on this tread.
The IPO and its effectiveness is dear and contentious (controversial sense) to me personally. It is the only true deterrent with measurable attributes we have in assessing (with accountability), our public servants, and needs to protected.
