The speaker is elected by all members of parliament. The Liberals have a minority of seats, so he was not at all handpicked by Trudeau
Doesn’t matter even if scheerdeau picked him.
The speaker cannot vote and is removed from the party.

1. In matters of bills, they vote to continue debate
2. In matters of confidence(I.E. a vote of no confidence) they would vote for the status quo.
