A president can’t use an executive order to appoint a Supreme Court justice. The Senate must confirm. Trump tosses out EOs like candy to appear to be doing something, but often an executive order doesn’t do much. I know, I worked for an agency that received executive orders many times over my long career, but we always had to back them up with actual laws.
