The Electoral votes have not yet been officially counted, and the process does allow a state’s slate of electors to be rejected if both the House and Senate agree that it should be. The new House still has a Democratic majority, which means there’s no chance of that happening, but he won’t be clearly violating his promise until the official vote results are announced.
