of course volunteers did it. we all heard HER THOUGHTS on decorating for xmas.
It was designed by taxpayer funded designers, purchased at taxpayer expense and built by tax-payer funded workers, and at some point she said “Yes, dat vill do.” Do you see volunteers in there somewhere?
