It looks to me like he has a neurological deficit. I’ve seen it many times before with elderly relatives. I’d be surprised if, at his age/weight, he isn’t diabetic and may suffer from neuropathy, but the hand weakness lifting the glass is alarming. It could be he’s trying to hide something like “occasional tremor” or he may have something like Parkinson’s. He’s an older guy. Sooner or later, the door handles start to fall off, so to speak. I’d be surprised if he didn’t have a number of issues at his age and condition, which isn’t great.

There’s no way to judge anything from that alone. The camera would need to focus on how he lands on his feet to examine the balance, none of that is visible on the video. After watching that, I’m only worried about that hideous orange tan spray line he has going on.
Sure, together with other symptoms he has shown, including slurred speech, tendency to distort truth and reality, lifting the glass with both hands, and so on, it could all be a part of early symptoms for some neurological conditions. Or it could be nothing just as well. Maybe his bone spurs are acting up from seeing so many military uniforms at once and he’s feeling a bit sore in the foot, who knows.
