A quid pro quo is NOT required by law: it’s illegal to merely SOLICIT help from a foreign country in a US election. In fact, the quid pro quo is INHERENT in the mere sollicitation: the person soliciting the help obviously needs to give the country a reason to help = quid pro quo…
That being said, bribery is an impeachable offense.
Conclusion: Dump has probably committed (at least) two impeachable offenses:
1) Soliciting Ukraine’s help for the election (such solicitation is illegal -> Congress can, and most probably will, decide that it’s impeachable)
2) Bribing Ukraine (bribery is specifically mentioned in the US Constitution as an impeachable offense)
EDIT: PS. Why do you think said solicitation, with the inherent quid pro quo, is illegal?
The candidate in the election for which foreign help is solicited becomes tied to (dependent on) the foreign country, tie (dependence) which undermines the candidate’s independence, hence power, if he/she is elected. By repercussion, the US’ independence, hence power, is compromised – and thereby the US is weakened. Is that what you want, Dumpsters?
Except that at the core of the months long efforts of the president and the shadow intelligence/foreign policy group was EXTORTION/blackmail – not bribery/solicitation.

Hey guys, I have a quick question. So, for the last 20 years I’ve been in a coma… one day in the late 90s, I was working in a dot-com warehouse stacking up AOL trial CDs, and I slipped when my pleated khakis got caught on a dial-up phone cord, knocking over a stack and getting buried in a deluge of demo discs.
