With no way out, the Russians could either surrender, try to escape or die together, Haidai said.

It was odd but I hope he was trying to say only superpowers could do this. I took it as a compliment to them intended or not. He said China is one of very few nations that has the necessary technical capabilities as the U.S. or Russia.
