It’s perfectly legal and has been since a treaty was signed by the Clinton administration in the late 90’s between the Ukraine and the U.S. about cooperation and sharing of information on acts of corruption. Obama and Hillary used that document to collect information on the Trump campaign in 2016. Jesse Watters and Judge Jeanine Pirro have copies of the document, if you’re interested.
