You’re right. A crime had been committed, (the Watergate break in) and from said crime they conducted an investigation. This was a guy who heard about a phone call from someone else and decided it was something else. This would be like if I heard from someone that you committed a crime, then I went and told someone who didn’t like you and the media that you committed a crime and they shouted it for several weeks until you showed them the video of you at home all night long.
