That’s not how the Electoral College works. The Electors are mostly there as a formality. They go to their state capitol, publicly state which candidate won the most votes in their state and sign affidavits. For the most part, they don’t get to vote for whoever they want or else they’ll get fined or replaced with someone else, right there on the spot.
The Popular Vote only counts at the State Level so that EACH state gets to decide which candidate they’d like to represent them. That’s why we wait to see who won in EACH state.
